Guidelines: 1. State whether you're using MSA or CSA, and if you're not using either state what you're using to reflect your metro's suburban region
2. State what you consider to be the "city-proper" (i.e. the city whose demographics will be subtracted out of the metropolitan total)
3. State where you're getting your data
4. Shorcomings of data
I'll go:

1. DC Metro area; using everything inside the beltway but outside the district, using every county that touches the beltway, every county that borders a county that touches the beltway, and every independent city contained within the said counties

2. DC is the city proper; its demographics are hence absent in the below numbers

4. it does not account for mixed race individuals (i.e. all numbers and percentages pertain only to the cohort of individuals of a single race)

Numbers (note this ONLY includes the one-race population and does not account for those of mixed-race)
Total suburban population: 4,534,493
Racial distribution of total suburban population by percentages: 47.8 non-hispanic white, 23.2% black, 15.1% hispanic, and 10.7% asian

Racial distribution of total suburban population by numbers: 2,167,018 non-hispanic whites; 1,051,820 blacks; 683,745 hispanics; 484,049 asians

Suburban Virginia population: 2,230,623
Racial distribution of suburban Virginia population by percentages: 55.4% non-hispanic white, 11.3% black, 16.3% hispanic, and 13.5% asian
Racial distribution of suburban Virginia population by numbers: 1,236,055 non-hispanic whites; 251,621 blacks; 354,158 hispanics; 300,066 asians

Suburban Maryland population: 2,303,870
Racial distribution of suburban Maryland population by percentages: 40.4% non-hispanic white, 34.7% black, 13.9% hispanic, and 8.0% asian
Racial distribution of suburban Maryland population by numbers: 930,963 whites; 800,200 blacks; 319,586 hispanics; 183,974 asians

So those are the DC MSA numbers not CSA?

I'm assuming since in Maryland Anne Arundel and Howard county border beltway counties, but are a part of the Baltimore MSA. Those 2 counties alone would push the MD suburbs above 3 million, but of course are less diverse.

4. My issue is with what I believe to be major undercounting.

EDIT: counties bordering beltway counties that aren't part of another MSA...from my original document- "I include the following suburban (that is jurisdictions in Maryland and Virginia, and not the District itself) county-level jurisdictions in my calculations*:

1) Those that lie entirely inside the beltway (Arlington County and the independent cities of Alexandria and Falls Church)

2) Those that lie partially within the beltway (Montgomery, Fairfax and Prince George's counties)

3) Those that border county-level jurisdictions that lie partially inside the beltway-provided are members of another metropolitan statistical area (Frederick, Calvert, Charles, Loudoun and Prince William counties)

4) Those that lie within any of the aforementioned county-level jurisdictions (The independent cities of Fairfax, Manassas and Manassas Park)

*The independent cities of Falls Church, Fairfax, Manassas, Manassas Park, and Alexandria are treated as counties for the purpose of this data. "

So, I include Arlington County, Fairfax County, Prince William County, Loudoun County and the independent cities of Alexandria, Fairfax, Falls Church, Manassas and Manassas Park in Virginia
AND
Montgomery, Prince George's, Frederick, Charles and Calvert Counties in Maryland.

I don't include Anne Arundel or Howard Counties b/c they're part of Baltimore's MSA.

Nice! Pretty diverse, though dropping SF, SJ, and OAK drops the diversity a bit, but not much. I'd have considered dropping Solano, Sonoma, Napa and Santa Cruz counties as they don't form the core of the Bay Area...I'm guessing the diversity index would go up appreciably if this were done. Even Marin feels sooo disconnected from the main suburban swaths of the bay area: suburban Alameda and Contra Costa counties; peninsula (San Mateo) and suburban Santa Clara valley

Well, it does drop ever so slightly but I overall, even without the 3 cities, the region is one of the most diverse in the country.

They are not the core but they are definitely suburban parts of the Bay Area and I dont want to leave anyone out just cause they are inconvenient truths. LOL.

Im still trying to prepare myself for in case we actually take in Stockton which is extremely diverse too but has all sorts of economic problems that will undoubtedly bring down many of our averages and medians.

Yup, the bay does have very diverse suburban areas...my aunt lives in San Jose, so I've traveled extensively through the silicon valley and lower east bay

Yep, Stockton is very diverse and definitely has economic problems (Vallejo is in the same boat).

I feel like the Golden Gate bridge is basically the only thing keeping Marin as part of the SF region...it seems really cut off otherwise (though obviously you'll get a lot of locals spending time in Marin to visit Muir Woods, Point Reyes, etc.).

Yeah, the Bay Area could definitely use more blacks to add to the large presence of asians and hispanics. Though, I personally feel that blacks are a bit more distributed in the Bay than in SoCal. Either way, blacks in California are suburbanizing rapidly...so I'm sure inner east bay cities outside of Oakland, Richmond and Berkeley will soon house substantial black populations and the blacks from San Francisco may relocate to the northern peninsula.

LA's suburban region seems a notch less diverse than DC's and the Bay's.

i wish the census would do age-based demographics. would be far more interesting to see demographic breakdowns by age group. for example student body demographics are often radically different than the overall demographics for a particular school district. sorry for somewhat off topic.
