Which region is best in terms of dining, amenities, shopping, entertainment, arts, housing stock, location, costs, scenery, parks, economy and overall desirability?

I much prefer New York... I'm not a huge fan of DC actually. Though, I don't think it is a "bad" place or anything, certainly not. Just not the best fit for *me*, but still I hold it in higher regard than most cities in the U.S.
Not to be mean, but for what it's worth, NYC wins every category there except cost.
But it's a pretty unfair comparision, with the categories you selected... there are other reasons one might want to be in DC...such as working for the federal gov, DC media, consulates, etc.

Yeah, Washington, D.C. does lose in most of these categories to the #1 city in the whole world. But we'll pretend to go along anyway, right?

NY wins all of these except for cost. Although DC is easily my least favorite of the 4 big Northeast cities, there is no denying its importance and status as a great American city.

The category D.C. beats NYC in is free museums, so great for a day trip in that sense but after 6 p.m. I'd rather be in Manhattan or Brooklyn. For that matter I'd rather be in Philly or Boston then D.C. at night, even with Alexandria across the river.

To be fair DC has some truly awesome areas to hang in. On the free museums, really a great benefit to DC
