NYC is the only U.S. city where families aren't likely to be owning a car. Every other U.S. city has like 70%+ car ownership, and much higher still for non-poor families.
So using your criteria, NYC is the only answer. Using a more general criteria of "which urban locations are best for families if money weren't a factor", maybe NYC, SF, Boston.

I guess those three would be the best if you had infinite money, but would be the best considering COL and potentially not sending your kids to private school. Not saying that rules them out, but SF and Boston are known for being bleach clean gentrified with the COL to go with it in their actual urban city limits.
Is there even a 50k urban city in america? It'd virtually have to be rowhomes cutting off straight into wilderness.
Yes.....Look into Cohoes, Watervliet, Rensselaer and Green Island in the Albany-Schenectady-Troy NY metro. You can find rowhouses/dense housing in those smaller communities.
Upstate NY's most dense municipality is actually Kenmore, a suburban village adjacent to Buffalo's North Side(1.4 square miles with about 15,000 people). It is in the top 100 in the country in regards to population density.
Maybe not, are rowhomes significant to you for some reason? They aren't always required in an urban setting.
He is from Philly...I agree that there is no specific reason why it has to be rowhouses
