That's because you bypass Philly when you travel from Baltimore to NYC. You drive to Delaware, cross the Delaware River into New Jersey and drive the NJ Turnpike all the way up to NYC, bypassing Philly and PA. I don't think it has much to do with Philly being insignificant.
