Well a healthier economy and better infrastructure go hand in hand since some of that money gets reinvested locally.
Businesses tend to establish themselves in locations that are better connected globally such as having an airport that offers direct services to more international locations. That was a big reason why Chiquita re-located from Cincinatti to Charlotte after the airport was dehubbed a couple years back. Los Angeles and the Bay Area have far better air service than the Northwest cities.
Seattle has a serious drawback due to it's weather. It's no fun living in a location that's cloudy/rainy close to eight or nine months out of the year. I remember hearing Seattle had the highest rate of suicides can't say with proof if it's the gloomy weather but many sources have said it's a possibility.
Vancouver isn't very far from Seattle and neither is Portland so all three cities vie for future economic opportunities in roughly the same region. The Bay Area and Los Angeles are quite distant from each other so there is less cannibalism of future growth from each other.

This is all speculation of course.
Seattle ranks top 20 in suicide (I think 18th) but not number 1, Also many of those people are transplants from California (go figure) but Vegas ranks first. Transplants from the Rustbelt and northeast adjust well to PNW weather be it's the ones from the sunnier part of america who have problems with the weather.
There never has been competition in the PNW for Economic power. Seattle has always been the front runner with Portland take the footsteps of Seattle and Vancouver doing it's own thing. The Cities actually function together as one unit in many ways.
-Culture..... California is a global mecca and trendsetter of culture
-Economy......Califormia has the most dynamic and innovative economy in the world
-Infrastructure......California is building a high speed rail
-Quality of Life......The San Jose MSA probably has the highest quality of life of any metro in the US, otoh the combined Metro/CSA populations of Seattle, Portland and Vancouver has less people than the 100 mile radius around San Francisco, let alone LA which is even more massive. Less people with lots of land equals a good QOL, but as far as quality amenities its CA all the way.
-Growth .....At this point California will be wayyyyy larger than the PNW basically for at least the next 100 years.

-New Industry.....Silicon Valley owns this one.
-X-Factor.....LA owns this one.
Growth in Smart growth and how the area is sought out. Ofcouse California will always be bigger but will they be growing as fast as some northwest citie. How does LA own the X-Factor? Seattle is also right Behind Silicon Valley in Tech with, Microsoft, Amazon, Valve, Expedia, etc.
I mean I hear alot of blanket statements from California people but not much Detail how its better? PNW is also building high speed rail from Portland to Vancouver.
Vancouver is ranked the Best QOL in North America for like the past decade and Business week Named Seattle Number 2 and Portland number 3 in america. San Francisco was number one though but what about the rest of the state? Seattle and Vancouver have the exact same amenities as San Francisco from why opinion, It just has more of it to support a larger population.
I want to see some comparison between the 2 regions not just people from California claim that there state is Almighty and cant be compared to anyone, Because the PNW compares well to North California and San Diego. LA is kinda on a different planet though.

1. Seattle has the highest suicide rate in the country.
Seattle has regrettably suffered the title “Suicide City USA” for a long time, presumably because of the weather. Rainy weather equals higher suicide rates – perfectly logical! But the truth is Seattle doesn’t even make the top 10 list. According to a study published in the journal Social Science and Medicine, Las Vegas is the true suicide capital of the US, followed by Colorado Springs, Tuscon and a list of other cities that don’t include Seattle. Among states, Alaska tops the list.
2. The Pacific Northwest is the rainiest part of the country.
Not even close. Hawaii and all of the states along the Gulf Coast get more annual precipitation on average than the Pacific Northwest by a wide margin

Hawaii and the Gulf states may have more precipitation annually, but it doesn't remain overcast for endless days on end. There is a big difference with the occasional thunderhead dropping rain for 15-20 minutes and being right back in 80 degree sunshine than seeing constant cloud cover over long periods.
