Hawaii and the Gulf states may have more precipitation annually, but it doesn't remain overcast for endless days on end. There is a big difference with the occasional thunderhead dropping rain for 15-20 minutes and being right back in 80 degree sunshine than seeing constant cloud cover over long periods.
Buffalo, New York actually has the most cloudy days a Year in America with Seattle 2nd and Pittsburgh a close 3rd. Seattle has about 55 days a year with no cloud cover and 80 days with Partial cloudy cover. Partial cloud cover is usually very blue skies and pleasant weather here. Some cities like LA dont have very many cloud days, but the Smog gets so bad that Visibility is extremely low. Some people dont like have extreme heat 10 months out of the year. To be honest I enjoy a nice dark overcast rainy day, call me crazy! Very relaxing especially on those lazy weekend days.

Maybe in two months out of the year. Coincidentally, today was one of those days. Other than being an eyesore, I've never really noticed the effects of smog. Also, would a smoggy day count as a sunny day? I would think not, today it even rained a little bit and it was pretty smoggy. Felt a bit east-coast-ish even with the light humidity.
And nowhere in California do you get extreme heat 10 months out of the year.
The commentary on Seattle's weather is definitely hyperbolic. But no need to get hyperbolic about California's weather to rebut! We (CA and PNW) are basically cousins here on the best coast, right?

-Economy - again, California
-Infrastructure - HSR, so California
-Quality of Life - PNW, cost of living cheaper but still high
-Growth - California
-New Industry - California
-X-Factor - Silicon Valley

San Diego is more akin to Denver than LA. Orange COunty is somewhat like LA's suburb, but once you get past Santa Ana and head south it becomes more normal. San Diego has no connection to LA. People in San Diego generally hate LA. I live in San DIego and would rather live in North Dakota than LA.
The only thing that surprises me about the poll is how close it is. Aside from quality of life and x-factor, both of which are highly subjective criteria, either LA or SF alone would dominate the three PNW cities combined--for the foreseeable future.
I'm also not sold on the idea of including Vancouver as part of the same region as Portland and Seattle. Geographic proximity granted; Vancouver, being in another country, functions under a very different set of conditions (business, economy, immigration, politics, media, urban planning) than do the other two cities.
