I chose Detroit, Michigan, becasue its public transportation network (excluding metro mover) is sub-standard at best.

It has a bus system and commuter rail. Arlington, TX is the largest city (I"m almost positive in the world) without public transit.

Arlington shouldn't be called a city. That place is a so sprawled it makes me want to vomit. There's no urbanity in Arlington at all. I could never live in that culture less place.

Detroit easily. Not only for the poor state of it's transit (Phoenix has more public transit users than Detroit. That's saying a lot), but we can thank past GM executives for almost destroying public transit in the mid-20th century.
