You've got a real mixed bag here.

I will definitely agree that New Orleans, some cities in Texas, and that any non-coastal major city in CA is friendly to outsiders. By this, I mean they're cool with you, regardless of where you move in from

Portland does NOT belong in this sentence. It belongs in the Top 5 of the unfriendly cities constantly brandished here.
