Given Portland's remarkable growth trajectory and downtown build-out, it looks like it might be set to surpass Vancouver, BC as the #2 city in the Pacific Northwest (after Seattle, of course). Is Portland the new #2 in the region? Has Vancouver fallen to #3?

It depends on for what - Vancouver still has a significantly bigger and more bustling Downtown (although Portland is no slouch), but I think Portland has better restaurants and nightlife. Vancouver has more of an international, cosmopolitan feel, but Portland has more distinct, funky and interesting neighborhoods. Both have very walkable cores and good transit.
Vancouver probably has a more impact on the region. It's hosted an Olympics which really put it on the international map. It's a top 3 Canadian city and Portland doesn't even crack the top 10 U.S. cities.
Vancouver is the more standard large North American City. It's economically probably more important, but Portland is more exciting with a better culture.
Yeah I have to say, I would think that in terms of economy and population, Vancouver is the number 1 PNW city. But honestly, it's kinda boring and has extremely boring architecture.
Seattle's economy is quite larger than Vancouver's, especially so with the current rate of growth. Seattle's metro also has roughly 1 million more in population.
