Not sure why you think PHX attracts lots of young grads. It kinda does, but nowhere like Seattle/Denver/LA/etc

Well I mean young grads that don't want to be living paycheck to paycheck to live in those cities I guess. Although in parts of LA you could get a decent deal

Phoenix itself is one of the poorest cities in the USA. LOTS of people here live check to check, as does a huge chunk of the country.

I would choose Atlanta.

No it isn't:

Metro Median Income and Cost of living index:
Atlanta $55,733/COLI:101.8
Phoenix: $55,547/COLI:99.4
San Antonio: $55,083/COLI:93.20

San Antonio has lowest poverty level, Phoenix and Atlanta trade back and forth every year but are about the same.
Unemployment: San Antonio 3.9%, Phoenix 4.7%, Atlanta 5.8%

San Antonio wins COL and Job opportunities followed by Phoenix, than Atlanta

San Antonio probably wins climate. Atlanta is very hot and humid (for my taste):
I would rate San Antonio>Phoenix>Atlanta

Shopping and Dining: Phoenix and Atlanta beat out San Antonio (only because Phx has Scottsdale)

Out of this bunch Atlanta for me is the superior city... Phoenix is one city I definitely did not enjoy visiting and San Antonio was so-so.
