Average income doesn't mean everything. You have to look at the numbers of people living at poverty levels, too. Anyways, here you go: Phoenix area 3rd highest poverty rate among 25 largest metros

COL/Salary Ratio - Used my favorite COL/income site and it came out Atlanta<San Antone<Phoenix
Location - For me personally Phoenix but Atlanta's location puts it in a favorable location to travel

Based on the factors OP laid out, Atlanta would win.

Since I'm about to retire, the income and job opportunities that Atl has mean nothing to me so I would pick Phoenix at this point in time.
