Im going to go by major cities for this question.

Well for one Pittsburgh would be particular nice around this time.
Atlanta might be nice because its known as the forest city, i believe i read a statistic somewhere that Atlanta's dense tree cover is 30% or more.

Lattitude is more for deforestation/urban density. The areas in central PA, upstate NY and Vermont are heavily forested, moreso than south east or south west PA., New Jersey, NYC, etc.

It is not a hard and fast rule, but the forest types tend to change as you go from south to north. From what I have read and seen while traveling, all regions do not produce the same fall colors, regardless of when the change happens.

Of course, in urban areas, many of the trees are not native and have been planted over the years. So the fall colors in urban areas are not always representative of the forests in the region.
