New York of course.

It's the embodiment of New York, Northeast, East Coast, United States of America, North America, Western Hemisphere, & World all at once.

New York's a blackbelt at multitasking.

There's a school of thought that says that Philadelphia has suffered economically and culturally from not having enough foreign immigrants. Philly has a smaller share of foreign immigrants in its population that New York, Boston, or Washington. Civic leaders have discussed how to attract immigrants to Philly. Having a high percentage of people native to the area might mean that other people, from other parts of the country or other countries, don't see a reason to go there, not such a good thing.

civic leaders you say..

philly sucks in that aspect

bottom line...they're not different at all, its the low level managment that decides the future
why does philly have mentally challenged individuals deciding the city's fate?

This is a trick question. You're supposed to say: "Philadelphia is more authentic . NYC is full of posers". Repeat with me.

Who cares if we don't have many immigrants? We're not saying they can't come. They watch tv and say "I'm moving to New York because ill automatically be successful!" Not caring about competition. I'm not saying they're no immigrants in Philly but Philly is an true American city with American culture. If you want to see America, NYC isn't the place to go to experience our culture, PHilly is. It's a diverse Anerican city that is arguably the most American city in the country. Crap USA USA USA!!!
