It would be better to leave Baltimore out of it since you're comparing one metro (SF) against two separate metros (Baltimore & DC). Baltimore has its own transit, diversity, crime, Beltway, food, economy, culture, architecture..etc.
He's doing area v.s. area. We know B more is independent, no need to be offended.
I'm not offended; I'm under the impression that the Bay area is more cohesive than Baltimore and DC. I ccould be wrong.
