That's clearly false. There are plenty of high-end stores in Center City, many of which are the exact same as those you'd find in Georgetown. I'm sure you know better.

What if someone is staying in Downtown DC and they want to buy a comic book? Or a lamp from a boutique shop?

Downtown D.C. has two comic book stores. One at Union Station and one in Dupont.

Ohhhhhhh he's talking about the new CityCenter DC but yes Georgetown is not as nice as it used to be.
