What cities do you feel should be bigger than what they are currently? Consider the history, pattern of development, other cities within the same state,and other economic factors that have shaped cities to what they look like today.
Baltimore. It has the infrastructure to support a million people, but only has 620k. Also, with a city that large, with many people not working, the people that do work are taxed to death, causing them to leave.
