Or, perhaps he was scrambling right before an election year?

But he appealed to everybody by signing the transportation funding bill, considering the bill was endorsed by both Republicans and Democrats in the state legislature.

Can't we just appreciate that it was a bipartisan effort on something productive and beneficial? That doesn't happen often, so let's savor the moment instead of looking for an angle.

Baltimore is struggling right now, and it's very sad to see. I don't expect Baltimore to win any polls any time soon. This whole Freddie Gray thing made an already huge problem massive, and unfortunately our city is getting left in the dust by the other cities in the Northeast Corridor because of it.

I think Pittsburgh probably wins the city proper comparison, but Baltimore probably wins the metropolitan area comparison.
