Not surprised by New York or San Francisco. Slightly surprised by Houston and Toronto - they have a good amount of millionaires, but the percentage and being on this list is still surprising and it's somehow above SF.

Canada has something like twice as many millionaires per capita as the United States. The United States though has more very wealthy people per capita than Canada. Like people who are worth $50 million+.

I don't think either list is wrong. The one in the OP's link is probably a more independent study whereas what you have is based on the census. ALSO, the link above has an obvious threshold of population. Los Alamos is #1 but with a population of 18,000 people. I'm pretty sure the threshold for the list the OP has is much higher than 18,000 people.

Right so as a rule of thumb, I dont like rankings that appear to be exaggerated and eurocentric wealth rankings almost always are.

And Forbes actually names every billionaire and where they live. Does this ranking do that?
"Millionaires" is funny, because it's much easier to become one in a city with high COL (NYC) than low COL (Memphis). There has to be a better way to show true spending power than "millionaire."

Irrelevant. You could take the same logic and make some really meaningless comparisons between Zurich and Monrovia based on "Spending Power".
Bottom line, some cities just have more millionaires than others. It's real simple - you are a millionaire (at least in this methodology) if you have over $1,000,000 in net assets, excluding your home. The price of eggs, electricity or Memphis BBQ is not relevant. Certain cities generate a lot of wealth for a lot of people..... hence the list. Some cities just ain't generating the wealth.
Don't over-think it.
