I pick Houston do to the over all weather, but Chicago comes close.

I like Houston a lot, but this is not a fair fight. Chicago is in a superior league: it has WAY superior infrastructure: public transportation, architecture, universities, cultural institutions etc. It had a hundred years head start on Houston, and while Houston is to my mind the greatest sunbelt city after Los Angeles, it in my lifetime will always be podunk compared to Chicago.Even the Mexican food is better in Chicago!
