I'm visiting a friend in Syracuse, and I was thinking about exploring someplace new, Albany or Ottawa, this weekend. I've only driven through Albany and I've never been to Ottawa at all.
I'm looking for a city with great cafes and libraries to get writing done in the daytime, and I enjoy having a glass of wine and listening to live music (jazz, alt country, "indie" rock) at night.
Ottawa is a bigger, more cosmopolitan city. That would be my pick.
^This....While the metros are actually not that far apart in population, Ottawa is bigger and does have a more cosmopolitan feel given the language aspect. Both are roughly the same distance from Syracuse too. Just have your passport/enhanced driver's license ready and you should be good to go.
I think you'd have a good time in Ottawa, given your criteria. I've never been to Ottawa, but judging by the pictures it looks like a very pleasant place to walk around and hang out.
Never been to Ottawa, but I'd choose it in a heartbeat over Albany, which I find to be one of the most provincial, boring, ugly, and depressed cities I've ever visited. I'm sure there is something good going on somewhere in Albany, but I never found it and I wouldn't waste my time looking for it if I only had a few days to do something.

In the pictures set for Ottawa above, the tannish building on the right, in the first picture, looks quite a bit like the capital building in Albany; the downtown attached housing looks like some neighborhoods in Albany, too.
I'd go for Ottawa, first. Just remember to bring your passport.

That building is the Château Laurier hotel. It is one of a series of "grand railway hotels" built a century or more ago in the downtowns of all of Canada's major cities.
The buildings to the left (including the tower with the clock) are Canada's federal parliament buildings. The equivalent to Capitol Hill in Washington.
