I agree. Everyone should have a passport.

I've seen enough movies/TV shows to know sometimes you just have to leave as soon as possible.

Because it's a cash cow for the Dept of State if you have to pay to get one and then pay to renew it every ten years

You can leave as soon as possible even without a passport. You just have to pay a lot of $$$$ to get it quickly

Why in gods name does everyone need a passport? We have large percentages of our population who will never leave their state let alone the country. Waste of money, especially considering how expensive they are

You never know when you might need to leave the country. Having a passport at least gives you the option to leave if you need to.

Does this include passport cards or just full passports? Passport cards can be used for Canada and Mexico but few other foreign countries so states on the border will have higher % if they're included.

Yes, my home state surprised me as well. I think the amount of retirees with a lot of disposable income that are settling in the state is the primary driver here.
