iirc, statistically, New York, LA, Chicago, and Philadelphia all had similar peak homicide rates in the early 90s (low 30s per 100k). Detroit and DC had significantly higher rates

Los Angeles hands down, home of Gangsta rap and L.A riots, lots of bloods and crips and gang culture around that time.

DC had the highest murder rate of all of these, especially early 90s. It peaked around 80 murders per 100k residents, almost three times higher than New York City.

L.A & N.y.c both had the 90s respectively, But Chicago, Detroit & New orleans need some mention also

The hood areas of all these cities were probably all around the same. DC was off the chain but so was everybody else.

Should not be on this list though it was rough. I think the answer is DC but New Orleans gave it a run in the Mid 90s.
