The District having a huge budget makes sense since there isn't a state to provide any programs or funding. Also, as a single unit, there isn't a county/city relationship either.

That’s partly true, however, DC had a budget of only $3.2 billion in 1995 controlling all the same services it does now. That’s a 453% increase from 1995-2018.
It faced a $722 million shortfall that year which brought on the Control Board which helped NYC and Philadelphia in years prior to get financially healthy. I can’t imagine leaving DC back in the 1990’s and returning in 2018 to see DC now.
