I would say Hartford it's not certainly the best. Not even close.
Hartford
Providence
Tulsa
Little Rock
Birmingham
Knoxville
El Paso
Albuquerque
Las Vegas
Reno
Fresno
Bakersfield
Billings
Fargo
Boise
Richmond
Baton Rouge
Virginia Beach
Toledo
Fort Wayne
are all major cities that come to mind that don't have a professional sports team.
The one that does stand out, that is probably the best is without a doubt...Austin, Texas

How are Billings (metro 166,855), Fargo (metro 228,291), Boise (metro 616,561), Fort Wayne (metro 419,453), and Toledo (metro 651,429) major cities? Even their CSA dont make them look like major cities. There are definitely better candidates than those places. Rochester, Grand Rapids, Louisville, etc. Harrisburg, PA and Greenville, SC also have CSAs over 1 million.
I thought of Columbus OH too then remembered there is a NHL team.
Columbus hosted the NHL all star game this past winter.
Oops. I'm not a hockey fan and it shows.
