Culture plays a big part. Phoenix is nothing like the other four let alone the rest of the region.

The most powerful city in the south is Houston.

However, some of the things in the OP have nothing to do with power. Houston doesn't get a lot of tourism and the name is less known than other cities in the South.

Those things dont have to do with power though.

Uhh that's where you're wrong Tourism IS a indicator of power/influence, by itself no, but coupled with other things yes, Paris is a prime example of this the primary reason its a world city is Culture and Tourism

Influential.

look around you around which city is influencing you right now. Is there a Coke bottle around. is the Show "DALLAS" on your tv screen. Is you Car on E do you need some of Houston's gas, Is Orbitz or Travelocity.com on your computer screen with tickets to South Beach, Or a Carnival Cruise

I'm shocked Dallas isn't winning this by a long shot. Its metro has by far the largest population of any of the cities listed. It has a very diversified economy and an unemployment rate of 4%.

I guess Atlanta is going to a get a lot of votes here because despite being 4th in metro population of the big South cities and the worst economy of them all, it is the only major city situated in the Deep South and it is the one that has Southern culture on full display.
