In the winter, they're equally cold, but my sense is that Minneapolis is sunnier and less snowy.
Montreal, from my memory, is more humid in the summer, but Minneapolis sees higher temperatures. Montreal will only rarely reach 90 degrees a few times a year, while temps in the 90s are relatively common in the Twin Cities.
Minneapolis also gets bigger and more frequent thunderstorms, but it rains more often in Montreal.
Overall, I like Minneapolis's weather better, but just slightly.
Minneapolis gives you kind of both extremes. Hot and humid summers with bone-chilling winters. Montreal has slightly more mild summers, but both are fairly close.
