2Pac is, and will always, be considered a West Coast/Los Angeles rapper.

2Pac was born and raised in New York and Baltimore and undoubtedly has East Coast influence, but he adopted Cali as his home (in interviews he says he felt rejected by East Coast radio and fans-especially while in jail) and got his start with Digital Underground-an Oakland group.

Exactly. And as an artist, will always be known as a West Coast rapper (more so LA than The Bay, but that's a far better argument than the one fieldm is trying to push).
