It can be. I don't know if I'd consider Las Vegas a "leisurely" city given what I know about it. They are polar opposite cities. Las Vegas economy is based on entertainment, casinos, and other night life venues.
Indianapolis has a very healthy and diverse economy with manufacturing, pharmaceuticals, tech jobs, and health care. Indianapolis GDP blows Las Vegas GDP out of the water, and Indy is a lot cheaper to live in.
I may be biased being from the Midwest, and living in Indiana, but I know I'd pick Indianapolis over Las Vegas every time. A city with green foliage, seasons, only a couple hours drive from a half dozen other major cities, Chicago, Detroit, Cleveland, Columbus, Cincinnati, Louisville, St. Louis, and Nashville isn't too far either.
