I suppose you could say Norfolk is the deepest east coast port on paper. It's 50 feet deep today, but it is authorized to dredge as deep as 55 feet if there's need/want/money to do so. I believe that is deeper than any other east coast port is authorized to dredge to. Charleston is authorized to 54 feet. I think NY and Baltimore are not presently authorized to go deeper than their current depth of 50 feet.
As far as actual depth, it's a four-way tie between Norfolk, Baltimore, NY/NJ, and Miami (forgot about that one earlier), all of which are 50 feet deep. Halifax, Nova Scotia is at 55 feet depth today. Halifax isn't much of a competitor to Norfolk, but does compete with Boston, Montreal, and NY/NJ a bit for some container traffic. Charleston is moving forward with their dredge project to get to 52 feet. Port Everglades, FL recently got approval to go to 50 feet, so more ports are joining the 50-foot club.
