As far as actual depth, it's a four-way tie between Norfolk, Baltimore, NY/NJ, and Miami (forgot about that one earlier), all of which are 50 feet deep. Halifax, Nova Scotia is at 55 feet depth today. Halifax isn't much of a competitor to Norfolk, but does compete with Boston, Montreal, and NY/NJ a bit for some container traffic. Charleston is moving forward with their dredge project to get to 52 feet. Port Everglades, FL recently got approval to go to 50 feet, so more ports are joining the 50-foot club.

Maybe a little, but the economy of Norfolk/Virginia Beach is tied very heavily to the strength of its ports.
