I'm not at retirement age, so I cannot answer that part of the question. Although my shortlist of places for retirement don't include either of these places as it is.
That being said, to answer your question, South Florida. I like South Florida a lot, its my favorite metropolis in the United States, without any close seconds and its the type of place I'd rather spend my 20s-40s in than my retirement years in.
To retire South Florida; I love the beach, cheaper COL, and lower taxes. Northern CA is a better place to live career and quality of life wise overall though at this stage in my life.

Waterfront- If you're looking for impressive cliffs/waves, etc, Northern California. If looking for good areas for swimming, Southern Florida.

Radio talk show host Michael Savage, who lives in Northern CA, calls SF 'San Fransicko'; repeatedly has stated in his radio show that the homeless/druggies defecate on the streets and if you let any groceries in your car, people break the windows to take them. Overall he says CA has gone down the hill. What are we to believe, a respected professional or CD opinions? Though Northern CA is not just SF, it says a lot about quality of life in Northern CA, especially large cities. I would say South FL wins in every category except in economy, mass transit and education(given CA was established a lot earlier than FL).
