I'd rather you choose Detroit than choose Baltimore because of its proximity to another metropolitan area outside of the Baltimore area. Makes no sense.
If you were gifted 10 milllion dollars but the catch is you must live in any of these cities and never leave (suburbs included). Both heavily industrial blue collar towns both suffer from urban blight. Both have large African American population. Both host beautiful suburbs. Which one would you choose and why?
I would choose Baltimore. Proximity to the harbour, great seafood. Also has a casino like Detroit (Jacks Casino used to be called the Horseshoe). Generally cool to mild winters. Beautiful suburbs and architecture. Excellent medical facilities.
First off the bat I never been to Detroit Michigan metro area , but I know a lot of people who come from Detroit , and also a lot of people who have family there.
I have been to all of the Eastern Seaboard cities with the one exception of Philadelphia so I have actually been to Baltimore CITY and Washington DC, but the catch is that you have to live in the metro area of either Detroit or Baltimore therefore you would have to spend the remaining portion of your life in one of those metro.
My choice would be the Detroit Metro because the Detroit Metro entails the Detroit area plus some portions of the country of Canada.
Detroit has professional Major League Sports in the NFL and the NHL NBA and MLB whereas Baltimore only has the NFL and MLB.
And last but not least my number one reason for selecting Metro Detroit is that I get more bang for my buck , I'm talking about my $10 Million Dollar Gift.

Apparently I haven't sense I have yet to see anything about DC in the OP. From the information I've gathered, this thread is about BALTIMORE and DETROIT.

Yep 15% of Baltimore Workforce does not commute to Washington DC therefore making it impossible to be part of the Washington DC metro area.
So if you choose Baltimore you're trapped inside of Baltimore City and suburbs.

You're right, actually. And yes, you'd be "trapped" inside of the Baltimore Metropolitan area. You see because the OP said Baltimore, and not DC. It's certainly unfair to Baltimore that another metropolitan area is always mentioned in a Baltimore thread. Also, it's a two way street.. the DC workforce commutes to the Baltimore area as well. As a matter of fact, I'm not gonna derail this thread by talking about some other city outside of the cities that the thread is about.
Tough call, especially when you include suburbs, as Detroit has its share of some very nice suburbs like West Bloomfield, Bloomfield Hills, Beverly Hills, Birmingham, the Grosse Pointes, Huntington Woods, Novi, Northville, Farmington/Farmington Hills and Lathrup Village, among others. Towson, Westminster, the Lutherville-Timonium area and Ellicott City, among others, are quite nice in the Baltimore area as well. Baltimore gets the edge in terms of the city, but Detroit has some nice areas and a emerging Downtown.
I probably would pick the Detroit area due to COL and that it is a bigger metro that also has suburbs that have their own scene(Royal Oak, Ferndale and the other Woodward Corridor suburbs in Oakland County, as an example).
Prefer to live warmer regions. and that kinda money just can't buy warmer climate in Balt or Detroit.
Keep the "either or ", I'll gladly remain poor in the bank and rich In contentment .
Which goes to show, what good is money if you don't like where you live.
I respect that. I would gladly take my 10 million and make it work in Baltimore I probably would do a lot of gambling tbh.
