Nashville has beautiful rolling hills, dense forests, and surrounded by lakes, rivers, and streams. I think Cincinnati's topography is more dramatic, but Nashville is better all around.
I grew up in the suburbs Cincinnati scenery is pretty cool because it is built on seven hills. Mt. Adams looks a bit like parts of SF. Cincinnati and Pittsburgh are very nice looking cities. Nashville is great as well but I will give to Cincinnati but I am bias.
Remember the OP said "best looking nature wise/topographically/scenic/etc".
