It's far more expensive to live in north Jersey because it's far more economically developed.
It (North Jersey) has a higher cost of living, though.
Houston is probably more economically-developed than South Jersey but, like much of Texas, comes with a more affordable COL, so I don't buy the economically-developed argument.

Houston is undoubtedly more economically developed than south Jersey and yes, it is more affordable because it sprawls extensively which helps to lower costs. That's not the case for north Jersey which is much denser and also has much more infrastructure than Houston.
