Detroit, Guadalajara, Monterrey, Montreal, or Phoenix?
You're free to use their metropolitan areas for the comparison, they're all "on paper" in the same range of 4-5 million.
Detroit is an MSA in the 4 million, a CSA in the 5 millions. Guadalajara is just getting into the 5 millions and Monterrey is just 2-3 years away from doing so as well. Montreal just reached the 4 millions but has an expanded population center around it of 5 million or so people though Canada is more restrictive in counting areas the way America does. Finally, Phoenix is just reaching the upper 4 millions but will cross over into the 5 millions in 4-5 years. So more or less, on paper, they're all in the same weight class.
That being said, size is their only actual similarity (other than being rather big cities in North America that is). These cities, all of them, are so very different from each other that they barely have anything in common with one another. So a comparison of two American cities, two Mexican cities, and one Canadian city.

Question #1: Which of the cities do you like best?
Question #2: Which of the cities is there a higher likelihood of you visiting it?
Question #3: Which of the cities is ideally best to live in, why?
This is a weird list.. I really don't want to live in Mexico. Maybe to visit Guadalajara or Monterrey would be Ok but other than that no. Mexico is a really corrupt country with high crime rates I know this because I have relatives that live there, they want to leave Mexico to escape the widespread poverty and crime. Phoenix Arizona culturally is like Southern California Lite but with crappier weather. Im not a fan really of the intense summer heat in the triple digits so Im going to have to pass on this one for (Year Round Living) maybe (Seasonal). Montreal Quebec seems interesting its French Canada which is probably neat to visit but perhaps not to live. Detroit has a bad rep for being really ghetto and having cold brutal winter weather similar to that in Canada its true but there are some good neighborhoods/suburbs in Detroit not all of Michigan is ghetto which leads me to my choice Detroit Metro area out of this list..
Question #1: Which of the cities do you like best? Montreal because of the culture, architecture, and I speak French.
Question #2: Which of the cities is there a higher likelihood of you visiting it? Guadalajara I suppose, because I haven't been there.
Question #3: Which of the cities is ideally best to live in, why? Phoenix I suppose because of the 2 I can freely move to with nothing else required I prefer Phoenix slightly to Detroit.
