NYC, although that's not to say Atlanta isn't, but fame doesn't even necessarily correlate to volume if hip hop but Reputations within the general public take a long time to change. Like NYC is more famous for its crime than St Louis even though it's much safer. People still think of some transformed Rist belt cities like Pittsburgh as Blue collar when placed like Atlanta actually have more people in the trades etc.
This is true. I will say that it's more of a race/cultural thing. For example, I'm sure that there is a larger percentage of black people that know that Atlanta runs hip-hop than there would be with, let's say, white people.

I think even older black folks or anyone not keeping up with the times would probably favor NYC as well.

I agree with that as well. NYC was the only place that really produced hip-hop music during those eras. Most people under 25 would say the south is all they know.

Atlanta isn't known for basically anything outside of the US aside from it being home to the Olympics in '96. LA and NYC will always be synonymous with hip-hop globally.

A quick google search of rappers from Atlanta is easy to do, and the list is long, and they are all terrible and not famous. I had to youtube most of them to verify that they did, in fact, make terrible music that few people outside of niche fan-boys have ever heard of.
Now let's try that for LA: Tupac, Dr Dre, Snoop Dogg, Ice T etc etc. NYC same thing. Outside of the USA, I bet a lot of fans have never even heard of Atlanta, let alone hip-hop from Atlanta.
