Billings or Anchorage, Which city is more lenient about laws in general? (live, better)

So imagine a person who doesn't want to be hassle. Which of these cities mentioned above do you think would offer a better "shelter" to this individual.
Anchorage has a lot of municipal codes and strong enforcement of them, taxes, regs, etc. Inside the muni you'll not find much leniency or being left alone from a legal standpoint.
I'm not quite sure what kind of shelter you are looking for, but Billings is going to be less stringent in general than Anchorage. Most places are, actually. I personally found it more impinging on personal liberty and more regulated than even some cities in California, and much moreso than the midsized midwestern city I live in now. There are many many things to commend Anchorage as a lovely place to live, but for freedoms in general the Mat Su and North Star boroughs are more lenient and with less stringent enforcement on multiple counts, from inspections of home and businesses to personal conduct.

Just out of curiosity. In the Eastern part of Europe authorities are much more lenient about the rules and enforcing them. Unless is something major they won't f with you.
