Philly is your best bet but it looks like you don't have much funds... if that's the case KC is your best option.
Good education - Philly, Atlanta
Good employment opportunities - Philly, Atlanta, Dallas
Walkability in neighborhoods (to stores) - Philly, the others only have pockets of walkable areas.
Moderate Traffic (I hate traffic) All suck.. perhaps KC is best here.
Slim Crime Rate (I'm aware no city is perfect) - KC I believe.
Social (easy for my husband to build clientele) - Philly... your clientele can go beyond Philly into Jesery, NYC, Bmore etc.. the others are all isolated.
Good nightlife (for occasional outings) - if its just occasional then all are fine.
Annual Events - Philly, it gives you access to events in NYC, DC and BMore as well as hometown.
Parks - Philly
Kid Friendly (zoo, skating, swimming, biking, childcare) - If you're able to afford good childcare, they are all the same.
Urban - Philly
Music Scene - as in going to concerts or are you in the industry and also what type of music?
Affordable housing (section 8 preference until I finish college)... No clue except KC is most affordable to live in.
Scenic (beautiful areas) - Atlanta

Um...you mean the poll that started out on the Atlanta forum? Hardly unbiased. Now that it's been moved to a neutral forum, the other cities are making up the lost ground. And even if it started out on City vs City, it's not a meaningful poll. Can't really say it means anything in particular about any city. Besides, I've seen Atlanta come up short on many such city comparison polls.

Samaranch thanked the competing cities and just said the games are awarded to the the city of....Atlanta. That's all. It's not like he said, Atlanta schools are excellent, traffic modest at most, or even suggest people should relocate to Atlanta. Your post and clip said nothing illuminating to the discussion.
Kansas City actually has the highest crime rate of all of these. Dallas is the lowest, followed by Philadelphia, then Atlanta.

Crime rate comparisons are close to worthless when considering a move and probably the least accurate measure for relocation. Stats are compiled by zip code so entire swaths of a city that are among the most desirable options overall can be tossed aside by a square mile area that's the city's hotbed of crime.

A little about me: I'm a married African American female. I currently live in New Orleans, but I'm looking to relocate next year to Atlanta, Kansas City MO, Dallas or Philly. I'm going back to college to further my education and my husband is self employed as a car mechanic. We have 2 kids in elementary and 2 babies. Which of these cities is best for us? My concerns/what I'm looking for:
Good education

Atlanta has the edge in things to do, kid friendliness, and scenery. Philadelphia has the absolute edge in urbanity and walkability. KC has the edge in affordability and traffic - though I don't know how easy it'll be to get on S8 in any city. Crime is skewed, but Dallas probably wins.
DAL, ATL, and PHL all have traffic. KC is probably the lightest overall. Atlanta and Dallas are up there in general employment opportunities, but it really depends on what you're career is. All 4 have good and bad schools. With your situation, it's just have to be specific.
And I'd worry about crime rate once you zero in on a place. Crime rates are skewed. You can get mugged anywhere, and the most dangerous crime spots are typically concentrated in a certain area of the city.
Thing is, if you're trying to be on S8, I don't know how close you'll be to desirable school districts, great amenities, and with that and 4 kids- how often you'll get to enjoy the nightlife and events, so you'll have to compromise.
Each city has something over the other 3. You just have to decide what's most important, but also most realistic. I think many posters are just selling you cities instead of selling you what's realistic for you. If you go to Atlanta, south Atlanta will likely be your best bet - but you want get anything close to that Philly urbanity - but you have to pay for that if you want a safer area for your kids. KC would be the cheapest overall, but you're not going to get the most amenities - but do those amenities really matter?
