Me personally, Orlando by a mile. Not even close. Orlando's theme parks are incredible, but there's much more to do in the area than just that. More variety than they get credit for. It's as boring or exciting as you want it to be. Unlike Vegas, Orlando has a functioning economy outside of tourism/retirees. It's more great, lush than Vegas. Tampa Bay is within a hour's drive. Some of the best beaches in the nation 1.0-1.5 hours in either direction. Vegas, barran and no beaches for almost 300 miles. Orlando's brand of entertainment/recreations appeals to me much more than Vegas'. Gambling/clubs/Vegas-type shows do nothing for me, lol.
Some criteria to consider
1. Weather - Subjective, but I prefer Orlando. When the temps get 110+, the "dry heat" angle doesn't work for me, lol.
2. Walkability - Las Vegas
3. Entertainment - Both have entertainment, but I prefer Orlando's. A much bigger variety of entertainment that appeals to a larger variety of people.
4. Housing - Orlando
5. Suburbs - Tie
6. QOL - Orlando
7. Affordability - Orlando
8. Economy/Job Market - Orlando
Weather: Orlando.
Walkability: Vegas
Entertainment: Vegas.
Housing: Orlando
SUburbs: Orlando
QOL: Orlando

QOL is an overall concept, whereas affordability is one specific aspect of QOL. That might be what the OP means. Not sure.
I feel like these cities are (somewhat fairly and somewhat unfairly) accused of being tourist traps. However I think both these cities have a lot to offer as places to live. I'm wondering which is the better overall place to live.

It is also a new city of two million people and the ocean is only four hours away. Has no natural disasters to speak of.
Great corporate environment and an increasingly diversified economy.

Las Vegas' CITY population is 633K. Their metro population is just over 2 million. There's a difference......... Orlando's 45 minutes to the Atlantic beaches, and 1.5 hours to the Gulf beaches........ Orlando is lush and green instead of dry and barren........ Orlando's tourism options are more palatable to a larger variety of people........ Orlando's economy is more varied than LasVegas'.
I'm very familiar with both areas. Las Vegas has its merits, but Orlando has more variety and better atmosphere to live, especially to raise a family. It's subjective, I know. But, to me, you couldn't pay me to live in Las Vegas. I know my wife and I could live in the Orlando area and be happy. We just love what it has to offer MUCH more than Las Vegas.
I lived in Vegas for 35 years. Living there is a lot different than visiting. It is a melting pot of dysfunction. I would pick Orlando, especially if you have kids.
I personally would pick neither, but if I had to choose one it would be Vegas.
