These two states have many similarities. They have relatively similar populations. Both have major anchor cities and a lot of other smaller cities. Both where hurt by the recession but are starting to come back, both also have a strong rural population presence. What state do you think is better overall? Some criteria to consider.

Actually, while these two northern states have some things in common, I don't think these two states are that similar. But anyway,
1. Cities - Pennsylvania
2. Scenery - TIE - Pennsylvania has mountains and hills but Michigan has far more water views.
3. History - Pennsylvania
4. Economy - Not sure, Pennsylvania?
5. Parks and Recreational activity - Michigan - not 100% sure but I lean toward Michigan
6. Food - Pennsylvania
7. Culture - Pennsylvania
8. Weather - Pennsylvania
9. Better to visit - Pennsylvania in general, except for water activities - Michigan

2. Scenery - Pennsylvania by a smidge, because the pretty part of Michigan is more isolated

5. Parks and Recreational activity - Michigan since it has both forests and beaches nearly, so more diversity of recreation

Pennsylvania surprisingly by a wide margin. Philadelphia really helps PA here while Detroit doesn't give Michigan much of a boost in any area here.
The big difference here is that PA outside of Philly is hurting. MI outside of Detroit is thriving.
So if you want a more rural lifestyle, Michigan is the better bet. The opposite for PA.
Just a quick comment, to point out the big difference in the two states is that alomst all of MI is flat I believe, while almost all of PA is hilly or mountainous.

The northern half of Michigan isn't mountainous, but it's definitely not flat either. The only problem is only 5% of the population lives there.
Something to consider if legal weed matters to you is that Michigan has recreational MJ legalization on the 11/6 ballot and polls suggest it will pass, making it the first state in the midwest to legalize weed.
Pittsburgh metro is in decline. Not sure what you're getting at. Even the city has lost people this decade.
Declining population doesn't mean the city is declining overall. In this case quite the opposite. To claim Pittsburgh is "hurting" like you did is very disingenuous.

3. History - PA for sure
4. Economy - seems PA is doing well recently, as is MI, but I give the vote to PA

6. Food - Not sure
7. Culture - PA mostly because of Philly
8. Weather - bust
9. Better to visit - MI
10. Better to live in - Tie. But I would live in Philly over Detroit, Pittsburgh or Grand Rapids
In short, PA has better cities but I think Michigan is by far the prettier state. Pennsylvania, as far as I know, has no answer to places like Traverse City, Charlevoix, Mackinac Island, or the Upper Peninsula. Pennsylvania has some beautiful mountainous areas but I don’t think it has much going in terms of beautiful coastlines. Michigan also has the Porcupine Mountains which are quite beautiful, rugged, and remote.
