Yeah I'm going to have to disagree here. This statement is both wrong and racially damaging.
Yes, a higher proportion of crime is committed by blacks and hispanics. But the proportion of crime committed by whites, or other races, growing up in similar 'hood' communities is often similar. Similarly, minorities growing up in wealthy suburbs commit just as few crime as caucasians living in wealthy suburbs.
It's a systematic issue with the education and social system. Blaming race will not fix the problem.

I'd challenge dude above to go to a majority white hood in say SW Canton and start walking around the streets at night. While he's looking out for black people, he is probably just as likely to get robbed by some ghetto white dude.
On the other end, if you are in a place like Beachwood or Woodmere (upper middle class Cleveland suburbs that are about 1/4 black ... then 10 plus percent Asian ... then 40 percent Jewish). If you are scared of anything, you got a problem with being around anybody who isn't an Anglo-Saxon white
Well I didn't say "wiping each other out" was the only reason, but it's definitely one of the contributing reasons. There are parents that have lost 2-3+ sons that were each gang members due to violence. Multiple that by x-amount, and you're sure to get a nice size number. Gang injunctions were used heavily on the west coast and is part of the reason for the drop in crime there. A lot of people either moved into the interior-West, or the South.
You use wiping each other and gang injunction in your previous post. Gang injunctions helped but others would argue not that much; still ongoing gang violence of course. Other themes at play for the decline in violence as well.

Three people have been murdered in Richmond this week, pushing its YTD total to 19 for a rate of 8.3. Pace as of 5/2 is for ~56-57, right at last year's 57...
I'm guessing this won't count as a homicide but a woman driver in Southwest Philadelphia was killed in a car accident while she was trying to dodge gunfire.

According to WBRZ, as of May 1st, there were 23 homicides in East Baton Rouge Parish and 20 in the city of Baton Rouge.

Right now, Providence is currently the line of demarcation for cities on pace to finish with a rate over/under 5 per 100k. Providence's pace is 5 on the dot as of 5/2, everyone below it will finish less than 5, everyone over, above 5. Which is an important marker in my opinion because a rate of 5 or less is really good for an American city...
