Did anyone notice that outside of S.F. and L.A., the other parts of California are still desirable just because it's...California. Even the state is a catchy brand.

Sacramento is situated smack dab in the north central valley. The sierra nevada mountains are just a few hours drive as is the ocean. Furthermore it is the capitol of the state with the largest economey. Larger than many european countries. Many important decisions are made with in the city that effect millions of americans. That being said sacramento is also situated on river front and has a very nice midtown area. The metro area has an active economy and as a result a nearly a dozen incorporated and unincorporated suburbs have sprouted up. The housing bust has hit sacramento really hard and sacramento county is close to the top of the fourclosure mountain.
Sacto is pretty lame, but I'd still rate it above Raliegh. Raliegh doesn't even feel like a city. it is very run down.
Sacramento isnt lame-its misunderstood by coastalites who think their experience driving through on The 80 or The 5 qualifies as an informed opinion.

Id rather live in Sacramento then most of Southern California.
As far as Raleigh,
I wonder though. That city is part of a very technologically inclined metro area that is also known as The Triangle. Duke U, one of the finest schools in the nation, if not world, is located in that area, and I know that they have an above average level of educational attainment.
I spent a few months(back in 2001) consulting with a start up in Cary and there is a definite culture there that resembles Silicon Valley, even if to a much smaller degree.
That said,
I would choose Sacramento. The area is quite underrated, even among most Californians. The city and its surrounding metro is very racially and culturally diverse, the cultural amenities are really good, the restaurant scene is vibrant and expanding, the shopping amenities are pretty decent I suppose and the outdoor recreation is excellent.
I hate the heat in the summer, but Id take that anyday to awful humidity, and Sacramento is basically located within 100 miles of San Francisco-a radius that is one of the most dynamic and cosmopolitian on the planet.
