Yes, Bellevue's high rise started modestly in the 60's. The 80's brought the first wave of mid-rises, and the rest is history. You can still see some homes (rambler style) between downtown Bellevue and I-405, but they are quickly disappearing.
Seattle and Atlanta both have two of the biggest suburban skylines in the country today. (Though to be exact, Buckhead is within Atlanta, while Bellevue is truly suburban.)
Bellevue across Lake Washington from Seattle is approaching square footage in cities like Portland, OR, and Sacramento, CA. Buckhead is also very strong in this category in the Southeast.
Bellevue is 9.7 Miles from Downtown Seattle per Google Maps and Buckhead's CBD is exactly 9.0 Miles from Downtown Atlanta per Google Maps.

I have lived in both, currently reside in Atlanta.
Downtown - Seattle (i have always felt Seattle had the best downtown of any of the bigger cities, and i have been to most all of 'em).
Walkability - Seattle, assuming its not raining.
Skyline - tie.. not something i really put much thought into..
Transportation car and public - Atlanta
Bars/ Restaurants - Tie... i would have voted Seattle but then realized i have not eaten in downtown Atlanta enough and not in a while.
COL - Atlanta
QOL - Seattle
Climate - Atlanta but i know plenty of folks who prefer the milder summers and winters but for me, i simply can't put up with 9 months of cloudy with a chance of rain.
Suburbs - tie... lived in suburbs of both and although the subs in Seattle were nicer than the one i live in now.. there is just more suburbs to choose from in Atlanta.. with some real nice ones to.
Recreation - Atlanta, simply because the rain keeps you inside and away from any out door recreation.
Scenery - Seattle (not even close)
Diversity - Atlanta
Economy - Atlanta (much cheaper to live here so your dollar goes a lot further).
Where would you rather live? I think if money where not object and i could stand the rain, it would Seattle but if you like to get outside and prefer not to have a rain coat on.. Atlanta is the choice.

Bellevue is more equivalent to Sandy Springs than to Buckhead since it's a separate suburban city. Meanwhile the Queen Anne Hill area and around Space Needle appears to be developing a separate skyline.

Also the University district is going to develop a skyline since the height restrictions have been lifted up to 320ft in certain parts of the district.

With respect to distance from the urban core, both Bellevue and Buckhead are almost the same.
