Seattle wins every category besides climate. Rains a little too much there.

Then Atlanta would lose in all categories, as we receive more rain than Seattle.

Average sunny days per year:
Seattle: 152 (definitely more than a month of sun)

Also while you are correct that Atlanta gets more rain by volume there are more rainy days in Seattle:

Average rainy days per year:
Seattle: 152
Atlanta: 113

Info for this can be found on Wikipedia under climate data.
Would you take more days of cool drizzle or fewer days of severe weather?

I swam in Puget Sound in the 60's and 70's. Yeah back in the olden days it was indeed cold. AND WE LIKED IT!

Of course the rain discussion is different when comparing the Southeast and the Northwest. The Northwest is slow drizzle/light rain with some afternoon clearing followed by more drizzle/light rain. The Southeast generally get their rain in much quicker spurts.

I believe this is pretty much common knowledge.

Atlanta gets more rain in amount only. Look at the number of days it rains in Seattle vs Atlanta. The rain here is light/drizzle typically that can go on for weeks at a time. No one even uses umbrellas when it rains here. That said, anyone that actually lives here will tell you it's not so much the rain as it is the long stretches of never seeing the sun that can get to some people.
