So my vision is not good enough to drive. So I will rely entirely on public transportation and a bicycle (to a smaller extent) which city would be better to live in with no car?

Tbh I kind of ignore answers that say something along the lines of (if you live in X neighborhood and dedicate a lot of commute time, uber might be a good option)

So basically which city is better?

Which city has:
-Reliable service
-extensive network
-bike/walking accessibility?

I don't know much about New Orleans, so I don't think it's fair for me to weigh in on that regard. Philly's transportation system isn't perfect, but it is solid. We have a great network of buses that serve just about every neighborhood, two heavy rail lines to take you into Center City, trolleys that serve a huge portion of West and Southwest Philly, and a comprehensive regional rail system to take you to outlying neighborhoods and suburbs. I have a car that I rarely use, and many of my friends are car-free. In many of the popular, dense neighborhoods, it can be more of a hindrance to have one. Philly is one of the most walkable cities in the country.

There is good public transportation in New Orleans proper but I don't know about the outlying neighborhoods. New Orleans is a whole lotta fun though! Surely that counts for something!

Not even a contest. Philly has bus, subway, commuter rail, trolley and suburban high-speed lines.

New Orleans has good public transit by Southern standards, whereas Philly has a top 5 public transit system nationally. New Orleans wouldn't crack the top 10 (or maybe even top 15, but I think it's between 10 and 15) for public transit.

Philly without a doubt. New Orleans is decent imo, but you would definitely have far more situations of "if you live in X neighborhood and dedicate a lot of commute time, uber might be a good option"

Philly wins by a country mile. You have subway, commuter rail, bus, and trolley service going to just about every point in the city. Not to mention you have hourly service on Amtrak and a bunch of bus lines like Megabus, Bolt Bus, and Greyhound when you need to leave the city. I lived basically car free in Philadelphia for five years and never had a problem. The city is also saturated with Uber/Lyft cars as well.

As others have said Philadelphia 100%.

But also, I would look into what you want in a dense urban city. Philadelphia is a lot bigger and more bustling than New Orleans, if you desire a big city and good transit, then again Philadelphia.
