Not sure about Montgomery since I'm not familiar with it but Shreveport and Jackson are almost twins. They're so much alike. I'll give an edge to Shreveport especially concerning future development when the future I-69 comes through.
I give Montgomery the leg up on the other two. Montgomery's city proper is stronger than the others due to most of its development has taken place inside the city limits. Jackson's burbs gets the majority of its developments.
I dont like either but if I had to choose I guess I'd go with Montgomery. It's not paradise but it is closer to other places that are decent. 2.5 hours to Pensacola Beaches. 2 hours to Atlanta . Mountains are closer also.
Jackson> Montgomery=Shreveport
Education: Montgomery=Jackson > Shreveport. Montgomery for better higher ed, Jackson for better primary education.
Health Establishments: Jackson> Montgomery=Shreveport
Economy: Montgomery (2.8% Unemployment and 6.8% job growth since 2010) = Jackson (4.7% unemployment, 9.2% job growth since 2010) >>>>>>Shreveport(4.8% unemployment and -5.4% job growth since 2010)
Skyline: Shreveport = Jackson > Montgomery
Sprawl: 1,325 new homes 2018 Jackson, 1,219 new homes 2018 Shreveport, 654 New Homes 2018 Montgomery...Jackson definitely sprawls the most, and Montgomery is pretty compact. Density wise: Shreveport>Jackson>Montgomery
Entertainment: All pretty equal, Jackson is probably the best but is also farthest removed from other areas
Future development: Jackson>Montgomery > Shreveport (basing on population/migration numbers)
Jackson wins pretty handily I think, but it is the big cheese in Mississippi. Montgomery is very much overshadowed by Birmingham and Huntsville, and Shreveport is overshadowed by NOLA and Baton Rouge.
