In the Hartford area I'd nominate Wethersfield, Farmington, New Britain, Manchester and Middletown before West Hartford. The latter is certainly a very nice suburb with good schools and some diversity and a lively downtown area. But character, charm? Not compared to Wethersfield where the historic buildings and landscapes recall the original Connecticut colony settlement. New Britain and Manchester are kinda scruffy but have personalities and NB has a really good art museum besides. Middletown is on a beautiful stretch of Conn River, has Wesleyan Univ and a thriving main street. Farmington has a gorgeous historic town center and location along the Farmington River plus the estimable Hill Stead museum.
West Hartford before any of those places exceept Middletown...especially before Manchester and Wethersfield. Talk about bland. West Hartford wins for BlueBack Square, the area near Parkville/the West End of Hartford and the presence of Kingswood-Oxford alone.

BBMM, I thought you'd agree with Manchester and NB after talking up Lynn, Chelsea, Brockton, Lawrence, Lowell and Framingham among the Boston satellites with charm & personality
Mystic is a suburb of New Haven(which itself could be called a suburb of NYC-incorrectly)?
Northampton of Springfield? and Westerly of Providence?
Aside from Mystic the other ones in NE seem kind of like a stretch?
Mt Dora is an outer suburb/small town outside Orlando. Actually two of my parents' friends lived there and commuted to MCO. Granted its 60 minutes. Its still considered part of the
Mystic is more New London/Providence. Definitely not NYC. More Boston than anything. To boot, the town is about 85% Red Sox and 90% Patriots and Bruins fans lol.. so its a bit of stretch to say Mystic CT is NYC hinterland.

I just think the OP was looking for anything besides major cities. I just dont think OP wanted to see "Boston!" "Brooklyn!" "Miami Beach!" "Chicago!" etc..

Manchester is an okay town. New Britain does have stones of personality-did you list it?If so i missed it.

In Indiana suburbs of Indianapolis: Carmel is the typical "go to" suburb as in nicest of everything. It is a massive city/suburb, but has redone it's downtown to make that area seem more small town feel and charming.
However, I think Zionsville has the most "charm" in its downtown area. Noblesville could be in that discussion as well with it's downtown and some of the nearby cultural options and parks.
Miami Beach. It's brand and personality is so strong that it's often used to describe Miami itself.
