Phoenix is graded an A-. Los Angeles is only a B.
As far as being a better place to live, Los Angles is a world class city and has 2x the amenities and opportunities for jobs and exploration. However, the city of Phoenix is building up and has stopped sprawling....for now and its focusing on smart growth and connecting the light rail to existing neighborhoods near downtown. There's been tons of investment in Downtown Phoenix, including new apartments, a full service grocery store and boutique chains popping up to help make newcomers easily adapt to the new areas forming. Its an evolving city, so although LA offers more overall and the lifestyle can vary depending on the person, I can see why Phoenix is finally being recognized for its strengths and hence its ranking above in LA in this study.
Sidenote: I did not click the article, this is just my soliloquy to the comparison of Phoenix vs Los Angeles.
Different people have different opinions and preferences. There is nothing wrong choosing Phoenix over LA or vice versa. It really lies on people’s definition of what is “better” for them. I’m sure there are people in Phoenix who can afford to live in Midtown East/Upper East Side/Upper West Side of Manhattan or Beverly Hills/West Hollywood of LA if they want to but they choose Phoenix because they like Phoenix better than these places.

Especially when niche gives a city like Oklahoma City an overall A-, same as Phoenix!
