Neither city offers "African-American urban living," meaning an urban city exclusive to black culture.
Again, I don't need the area to have exclusively black culture, I just want black culture to have a significant presence in the neighborhood.

You're short selling other parts of the city though. NE has plenty of urbanity and still Blacks in Brentwood, Fort Totten, Rhode Island Ave, H Street/Trinidad etc.

The future is bright for Ward 7 and Ward 8 and young black professionals are moving into Ward 7 and Ward 8 in droves. This will be an interesting conversation in a couple years, but until then, we wait.

On a side note, I'm so exicted for this below. It's under construction as we speak.

Thanks for all your posts on upcoming developments in DC. Do you know of any residential development (s) to keep a look out for in Ward 7 and 8?
