Damn, I hope they fix it up one day, that entire area looks like a mess. The road layout is terrible, there's a weirdly placed transit station, and an ugly unwalkable NFL stadium. It reminds me of Morrow in the Atlanta area, just a ton of potential but no follow-through.
Yeah development over there is hop-scotchy for sure. Had the FBI relocated its headquarters out that way right on the other side of the interstate (it was one of three sites in suburban DC in the running for the new headquarters), you'd see the area much further along. Instead, 45 decided to get directly involved and pulled the plug on the whole thing and was pushing for the current downtown headquarters to be demolished and rebuilt at its current site which happens to be a stone's throw from his hotel and a much more expensive proposition overall.

The whole shopping center is gone already, it was torn down last year. Yea that street view is outdated. The new PG hospital has been erected, and is opening next spring. New construction on the "Carillon" project for Largo has already began. In the video you'll see the street grid being extended too:
Quick update for Parkside. The developer behind the project just confirmed last week the large parcel 12-H is being retrofitted for a full service grocery store below a potential DC government office tenant. The smaller buildings in the current phase will include a small format grocery store also.
Between the two new grocery stores in Parkside and the new grocery store coming to Northeast Heights where the Department of General Service is locating, there will be two large format grocery stores and other smaller format grocery stores within walking distance of each other in that area.

I had to look this up on Google Streetview. I take Kenilworth from Burroughs to get on 295 south and pass that area when I do; I had no idea it was all brand new back there, almost like a New Urbanist development. I'm guessing that that land was only opened up for development within the past few years, seeing as though it's squeezed in between the highway, the river, and that big electric utility yard.

I see that Parkside is a neighborhood separated from Benning by a freeway. Which side of the freeway would this be on?

The PUD was approved in 2004 I believe. The 2008 economic crash put everything on hold. They started building the phases again around 2012 I think. The city broke ground on the new pedestrian bridge over I-295 recently so the final phases can begin now. The final phases couldn't move forward until the pedestrian bridge was financed and under construction.
