I think Pittsburgh in the immediate city and surroundings, but Knoxville is much closer to spectacular scenery.

Knoxville definitely!!! In fact Pigeon Forge is like a suburb of Knoxville and scenery there is some of the best in the country.

Pittsburgh.
It’s more dramatic within the city with much better architecture.
Knoxville would be prettier if it weren’t for Knoxville.

Pittsburgh city has much better scenery than Knoxville city. But for the metro areas, Knoxville's got this. The Great Smoky Mountains National Park is partially in the Knoxville MSA (Blount County) including these areas, pics from wikimedia.

Easily Knoxville.

Pittsburgh has a stunning skyline amongst hilly terrain. But the area surrounding Pittsburgh is rolling hills and most very built up--full of suburbs--some wealthy, and some poor. The hill country in western PA can range from very pretty to very depressing.

The Knoxville area is much less built up and more naturally green, with higher mountains and just an overall beautiful part of the country.
